For those of us in IPv6-only environments, the current default portal value of "0.0.0.0" is not very useful. This switches that default to
::0which should be all v6 and v4 addresses on dual-stack hosts withoutIPV6_V6ONLYset, or all IPv6 address on v6-only hosts or dual-stack withIPV6_V6ONLYset.
